Small Blanc de Chine Figurine

This is a small blanc de chine figurine made by Meissen in the 20th century. I am not quite sure what this figure is supposed to represent but it is very well modeled with a ton of detail. There are two figures that look Russian to me. One has a woven basket with its lid on his back filled with something - might be bread but I doubt it. The other figure is following the first. Both are standing on a nice base with lots of flowers on it. The detail is very nice for a small piece like this but again I am not sure what this model is. The figurine is in great condition with some minor damage to two flowers as shown. The figurine is 3.75 inches tall, 3.75 inches long and 1.875 inches deep. It is marked with the under glaze blue crossed swords mark underneath the base as well as an impressed 115 and incised 1816. Not a common model as I could not find this one when I searched for it.
